On August 19, 2024, FINRA sanctioned Henry Chang with an indefinite suspension after he failed to comply with an arbitration award or settlement agreement and did not satisfactorily respond to FINRA’s request for information about his compliance status (Case No. 21-01022).

A dispute filed by a customer of Morgan Stanley Smith Barney in 2020 alleging “selling away” activities led to a settlement of $900,000, of which Mr. Chang personally was ordered to pay $100,000. Apparently he did not comply leading to the FINRA suspension.

Henry Chang voluntarily resigned from Morgan Stanley Smith Barney LLC in January 2021 amid allegations relating to solicitation of outside investments and activities not approved by his firm. In his broker comment, Chang denies any wrongdoing, stating he was acting as a translator and assistant for Chinese-American clients and that he was not soliciting investments.
