Early in his career, in 1998, while employed by Joseph Charles & Co., an arbitration panel found Victor Sibilla jointly and severally liable for $210,000. The customer had alleged that Sibilla churned the account and traded it overly aggressively.

IN 8/2017 a customer of Westpark Capital was paid $127,000 to resolve allegations that Sibilla transacted business (sold private placements) in a state (Utah) in which he was not licensed.

In 1998 the NASD (predecessor to FINRA) fined Victor Sibilla $12,500 and suspended him for 10 days to resolve allegations that SIbilla failed to supervise and detect excessive trading. In addition the NASD ordered that restitution of $21, 528 be paid to the customer and Sibilla was required to requalify as a principal.
