A regulatory action was finalized by the Texas State Securities Board (TSSB) in April 2026 (Case No. LID-26-CAF-03) involving Brian Tsai while he was associated with Landolt Securities, Inc.
The TSSB found that beginning around January 2019, Tsai was involved in the recommendation and sale of high-risk GWG L Bonds to retail investors. These bonds carried interest rates between 5.50% and 8.50% and were explicitly described as involving a high degree of risk.
According to the findings, certain client accounts exceeded internal firm concentration limits for alternative investments, including:
- Investments of 24% and 29% of client net worth in a single product
- Recommendations made to at least one elderly client (age 74) despite firm guidelines discouraging such investments for clients over 70
These actions violated the firm’s Written Supervisory Procedures (WSPs) governing alternative investments.
As a result, Tsai was reprimanded by the Texas regulators and ordered to refund affected clients pursuant to a regulatory undertaking
