Steven Blanchard was suspended indefinitely by FINRA on January 6, 2025 for failure to comply with an arbitration award or settlement agreement, as well as failing to satisfactorily respond to a FINRA request regarding his compliance status.

In a separate regulatory action, Blanchard was sanctioned by FINRA on December 23, 2024 and fined $15,000 for submitting falsified documents to his employing firm, Raymond James Financial Services, in connection with an investigation into a firm customer. This included fabricating an offer letter and forging email exchanges to mislead both his employer and FINRA investigators. Blanchard subsequently recanted and accepted responsibility for the false information and documents he provided to FINRA. Blanchard was suspended for two years from acting in any capacity within the securities industry.

Blanchard was discharged by Raymond James 2/24/23 after allegations that he used branch letterhead to convey offer of employment to a third party without authorization.

Allegations of Broker Misconduct Against Steven Blanchard

Regulators have alleged the following misconduct against Steven Blanchard:

  • Failure to Comply with Arbitration Award: Blanchard failed to comply with a FINRA arbitration award or settlement agreement and did not respond to FINRA’s request for information about his compliance status. (Violates FINRA Rule 9554 – Failure to Comply with an Arbitration Award).
  • Falsification of Documents: Blanchard fabricated an offer letter and forged emails to mislead his employer, Raymond James Financial Services, Inc., and investigators. (Violates FINRA Rule 2010 – Standards of Commercial Honor and Principles of Trade).
  • Providing False Information to FINRA: During the investigation, Blanchard submitted false information and falsified documents to FINRA. (Violates FINRA Rule 8210 – Provision of Information and Testimony and Inspection and Copying of Books).
